User groups application

Hi, everyone
I'm looking for a way for users to apply for a group. This is a group that must first be checked by the administrator.

As an example: User applies as a customer, now the admin must first check whether the user is also a customer or not. If so, then off to the group with the appropriate rights, if no, then a notification to the user that it was rejected is best.

Does anyone know anything along the lines of how something like this could be implemented?
