5x bin limit on all potions with npc sell price

for some reason all potions with an npc sell price cannot be bin listed for over 5x its npc sell price regardless of the rarity

this includes things like splash healing 8 potions (from dungeon secrets), dungeon potions and every potion you can brew from the brewing stand

not sure why this is the case
