Allow recent 1.21.5 Tripwire Dupes for SMP

Unfortunately, I'm not able to host my own server, so my friend hosts one using Hypixel. However, Tripwire Dupes don't work. I don't know if this is a Paper thing, or whether or not it's configurable by you guys, but I do want to be able to use every glitch, and it sucks that this one is patched.
My bad if it's not actually possible to configure
If possible it could even be togglable by server owner?
