Change thread title, thread prefix

You can grant moderator permissions to any user group or user, but the thread title editing functionality is part of the manage, move, etc. permission.

I see a problem here. I want you to manage the prefixes of threads in a forum, but in now way you should be allowed to melt threads, because this is something hardly to repair.
