In UsageAnalyzerService::stepEditor, the methods called methods findBbCodesForList/findEditorDropdownsForList do not respect if the buttons/dropdown are inactive or not.

Related; XF\Entity\BbCode::_postSave()'s check should also trigger enqueueUsageAnalyzer if editor_icon_type changes and is now equal to fa.
