How to use Bootstrap without creating an add-on

I was wondering how could I use a bootstrap source code inside an HTML widget. How can I get xenforo to recognize the javascript?
I have not yet begun my journey in learning add-on development but is there a way to still use bootstrap without creating an add-on.
