PHP callback widget help

I don't fully understand PHP callbacks but I've been trying to learn how to use them because I think they can be pretty handy.

What would I have to input to create a PHP callback of the public navigation links? I'd like to be able to create a column sidenav that displays the links that would typically display in the main sticky nav.
