Please help!

Im making a server for minecraft, iam using 1.19.3 purpur.
normally if you dont give permission to anyone they cannot pick up any items from plugin gui's for example there is a plugin gui and some items representing menu's and you are NOT supposed to pick them up, just click them. but anybody with op or not can pick up any item from plugin gui's it doesnt matter which plugin. I dont know how to fix this there are 0 errors related to this in the config or the log can someone please help im starting to go crazy.
