As of 1.13 and onward, the Smooth line of blocks has been available through the Creative Mode menu.
What not many people nowadays know is that these blocks exist in 1.8.9, but only as a block and not as an item. I propose that just like floating trapdoors, this feature is supported on modern versions and that we can place them on modern versions without the hacky solution of Data Values.
