Users Can't Register

Ever since upgrading to 2.3.2 users can't register. They're taken to the registration form and when they click Register nothing happens. It just stays on the registration page. There isn't anything in the server logs, and I've tried disabling all addons but that didn't fix it either. I've also tried using the default style and that doesn't fix the issue. Any ideas?
