Vampire mask rework (and vampire witch)

At the moment, vampire mask is an extremely niche item
the drained health is too small to do a significant amount of damage or healing, so what do people use it for?
oh-- nothing now

why not just change it up, make it useful (it's pretty hard to obtain)
